Antenna mounting height above ground, and the corresponding angle in degrees of the 1/4 wave downward-sloping counterpoise wire with respect to ground.
To get an impedance close to 50 ohms we seek 30-40 degrees slope angle. See the SteppIR paper. For heights where the angle is greater than 40 degrees the low end of the radials can be anchored above ground to further reduce ground loss.
